Albion have been rebuffed in their attempts to sign Leicester full back Jeffrey Schulpp and Brighton's Lewis Dunk.
The Baggies went back to Premier League champions Leicester with a revised offer reportedly in the region of £10m.
The club are also believed to have been interested in capturing 24-year-old Dunk but the Seagulls are unwilling to sell their prize asset until a replacement if found.
The unsucessful bids mean Albion have only signed one player this summer and desparately need some new additions up front and out wide.
So far only Matt Phillips has joined the club for a reported £5m.
