The Baggies boss admitted that the new signings failure to convert a 30th minute spot kick, despite the gamesmanship of the Fulham players, swung the impetus of the game the Londoners way.
"We began well and took the upper hand but I was bitterly disappointed in the manner we conceded our goal," he said after the 1-1 draw.
"We should have taken the lead but Robert’s penalty wasn’t to a good enough standard.
"That was disappointing because I thought we deserved to be going in at half-time 1-0 up."
"We’ve got a few players out there that want to take them but when you get them you’ve got to be able to convert them.
"It was a big mistake and a big turning point I felt."
